The President’s Cup Regatta 2001 Philippines.

Organizing Authority
The Regatta is organized by the Manila Yacht Club and takes place under the auspices of the Philippine Keelboat Association.
1 Rules
1.1 The Regatta will be governed by the Racing Rules of Sailing, the Rules of the RORC IR 2000 Rating System (Parts1, 2, and 3 –
IRC), Class Rules where they apply, the Portsmouth Yardstick Scheme, as administered by the Regatta Rating Committee, the PCR Special Regulations Governing Minimum Equipment and Accommodation Standards, this Notice of Race (except as any of these are changed by the Sailing Instructions), and the Sailing Instructions. 1.2 A minimum of 5 yachts is required to enter a class for that class to be recognized by the Regatta. However, the final decision on classification and acceptance of yachts into classes rests solely with the Organizing Committee, whose decision shall be final and not subject to appeal.
2 Advertising
2.1 The Regatta is designated as a Category B event in accordance with RRS Rule 79, Advertising and Event Categories and RRS Appendix G4.
2.2 Yachts wishing to carry sponsors names or logos on sails, and/or hulls should seek approval from the organizing committee in order to prevent conflicts with Regatta Sponsors.
2.3 The Organizing Committee may require all yachts to display the Regatta Sponsors advertising on their boats.
3 Safety
All boats will be required to comply with the President’s Cup Regatta Special Regulations Governing Minimum Equipment and Accommodation Standards, which will be available in January 2001. Keelboats complying with ORC Special Regulations Category 4 will satisfy the above requirements.
4 Entry and Eligibility
4.1 The Regatta is open to Keelboats and Ocean Multihulls, Hobie 16s and Topper dinghies of a size type and condition acceptable to the Organizing Committee as defined below.
4.2 Application for entry must be made on the Official Entry Form, sent in by post, fax or e-mail, together with the appropriate entry fee, to be received by Saturday 3 February 2001. IRC Classes must also provide a valid IRC Rating Certificate.
5 Crew Eligibility
The classes shall be subject to crew eligibility using the definitions set out in the RYA Eligibility Code, copies of which are available from the Regatta Secretariat.
Open Racing Class Crew of Groups 1,2 and 3 may take part
Ocean Cruising Class and Cruiser Racer Class Crew of groups 1, 2 and 3 may take part, but the helmsman shall be of Group 1 and 2
Cruising Class and Ocean Multihull Class Crew of groups 1 and 2 may take part.
Hobie 16 and Topper Classes Crews of groups 1, 2 and 3 may take part
Skippers who are in doubt about eligibility of any potential crewmember should contact the Organizing Committee, who will adjudicate.
6 Crew Limitations
There are no crew number restrictions, except as defined in any class rules for the type of boat in the Hobie 16 and Topper Classes.
7 Classes
IRC Open Racing Class
Entries open to keelboats with an IRC Rating over 1.050.
No restriction on professional crew
IRC Ocean Cruising Class (Big Boat Class)
Entries open to keelboats with an IRC Rating over 1.100 and an overall length greater than 50 ft. with a Displacement/Length Ratio
(DLR) over 150 or a Hull Factor (HF) of 9 or less
No professional helmsmen.
IRC Cruiser Racer Class
Entries open to keelboats with an IRC Rating over .950 and a Displacement/Length Ratio
(DLR) over 140 and a Hull Factor (HF) of 9 or less
No professional helmsmen.
Cruiser Class
Entries open to keelboats of a cruising nature. PYS numbers will be allocated by the Race Committee.
No professional crew on board while racing
Ocean Multihull Class
Entries open to ocean multihulls of a size, type and condition acceptable to the Race Committee
No professional crew on board while racing
The Race Committee may change the above eligibility factors based on its analysis of the entries received.
Owners wishing to enter a class, but their yacht does not completely qualify within the above criteria may make a written application to the Race Committee stating the reasons for their request. Full details should be received by 15 January 2001
Hobie 16 Class
Entries open to all Hobie 16s conforming to Class Rules
Topper Class
Boats will be provided by the Organizing Committee and separate classes will race based upon the entries received. During the day Youth and Novice Classes will race. In the late afternoon racing will be organized for the Over 50 Class, the Over 95
kgs. Class and for the 15 to 49 year olds Class.
8 Entry Fees
8.1 The appropriate entry fee must accompany the applications for entry. Payments should be made in Philippine Pesos or US Dollars. In the case of payments by check or bank draft the payee should be “The President’s Cup Regatta 2001”. 8.2 Late entries may be accepted at the discretion of the Race Committee with an additional late entry fee of US$ 100
8.3 Yacht and Skipper Entry Fees
Keelboat and Ocean Multihull Classes US$ 300 or P 13,500 per yacht , which includes the skipper
Hobie Cats US$ 50 or P 2,250, which includes skipper and crew
Toppers P 250 (senior classes will be charged a minimal boat charter fee)
8.4 An additional fee of US$ 40 (P 1,800) will be charged per crewmember and supporter, at time of Registration. This fee may be paid using Visa Card. Skippers, crew and supporters will be required to prove that the appropriate fees have been paid when attending Official Regatta Functions, by the wearing of distinctive tags.

All Classes Awards Night at Manila Yacht Club 1900
It is intended that 2 races will be completed by the Keelboat Classes on Thursday and Friday. The Race Committee might however, in due consideration of the conditions, schedule one race only. If this is so then the 2nd race will be abandoned and will not be sailed.
10 Courses to be Sailed
10.1 Courses to be sailed will be contained in the Course Booklet.
10.2 Races will be started in accordance with RRS 26 System 1.
11 Sailing Instructions
The Sailing Instructions will be available at Registration.
12 Scoring System
12.1 The low-point scoring system RRS Appendix A will apply, except that the yacht finishing in 1st place will be awarded 0.75 points. This amends RRS Appendix A2.2
12.2 For Keelboats and Ocean Multihulls if 5 or more races are sailed each yacht’s total score shall be the sum of her score for all races, excluding her worst score. If 4 or less races are sailed, all races shall count to a yacht’s total score. 12.3 For Hobie 16s and Toppers all races will count.
13 Team Entries
13.1 If sufficient entries are received, team prizes will be presented.
13.2 National Teams shall consist of three yachts registered in the country represented, or of which the skipper or owner is a national or as nominated by any National Authority. Any 3 yachts not in a National Team may form their own team.
13.3 Teams shall consist of one yacht from each of IRC Open Racing Class, Ocean Cruising Class and Cruiser Racer Class.
14 International Jury
An International Jury will be appointed in accordance with RRS Appendix Q. The decisions of the Jury will be final, and will not be subject to appeal, in accordance with the RRS Rule 70.4
15 Prizes
The President’s Cup Trophy will be awarded to the winning yacht in each class. Prizes will be awarded for 1st, 2nd, and 3rd place in each class.
Line Honours trophies will be awarded
Other prizes may be awarded for individual races, divisional results and team results at the discretion of the Race Committee.
16 Regatta Secretariat
The Regatta Secretariat will be based at the Manila Yacht Club. The Regatta Secretariat will be situated at Peninsula de Punta Fuego from Wednesday 21 February to Saturday 24 February.
