Sunday 12 April and Monday 13 April - Series of six races over two days for One Design Classes: Platu 25s, Optimists, 420s/470s and Mirrors (Other dinghy classes subject to interest).

Tuesday 14 April to Saturday 18 April - A series of six races over five days for Keelboats (CHS and PYS) with CHS Racing, CHS and PYS Cruising, and Ocean Multi-hull Classes (IMS/PHRF Classes subject to interest).

Friday 10 April to Saturday 18 April 1998

1. General

The Manila Yacht Club, in honor of President Fidel V. Ramos, is pleased to announce that the second President’ Cup Regatta ( formally the Philippine Easter Regatta) will take place in Subic Bay, Zambales, Philippines from Friday 10 April to Saturday 18 April 1998.

The event will include Beach Catamarans, Boardsailing, Match Racing and One Design Racing. The traditional Keelboat and Mullet-hull Regatta commences on Tuesday 14 April 1998 based at and co-hosted by the Subic Bay Yacht Club.

The Regatta is supported by the Puerto Galera Yacht Club, the Taal Lake Yacht Club and the Aniloa Boardsailing Club, and is conducted with assistance of the Subic Bay Metropolitan Authority, The Department of Tourism and the Philippine Sports Commission.

2. Organizing Authority

The Regatta is organized by the Manila Yacht Club under the auspices of the Philippine Sailing Association, the Philippine Keelboat Association, the Philippine Boardsailing Federation, the Flying Fifteen Association of the Philippines, the International Hobie Cat Association.

3. Classes and Eligibility

The Regatta is divided into 2 parts

Part 1 10 April to 13 April Beach Catamarans, Boardsailing and One Design Classes Part 2 14 April to 18 April Keelboat and Ocean Mullet-hull Classes. Part 1 primarily being based at Cubi Point and Part 2 being primarily based at Subic Bay Yacht Club.

A minimum of 5 yachts are required to enter a class for that class to be recognized by the Regatta. However, the final decision on classification and acceptance of yachts into classes and divisions rests solely with the Organizing Committee, whose decision shall be final and not subject to appeal.

Yachts shall race in the following classes:

3.1 Beach Catamarans and Boardsailing

3.1.1 IMCO Olympic Class 3.1.1 Men Lightweight (competitors below 75 kgs) 3.1.2 Men Heavyweight (competitors above 72 kgs) 3.1.3 Ladies Class 3.1.2 Raceboard Class - Open Category 3.1.3 Hobie 16 Class - As per Class Rules 3.1.4 Open Catamaran Class - Any internationally recognized catamaran suitable for beach launching with a Portsmouth Yardstick Rating Number

3.2 One Design Classes

3.2.1 Optimists - International class rules will apply. Entrants must not be younger than 8 years and not older than 15 years on 1 Jan 1998. 3.2.2 420 - International Class Rules will apply. Male Entrants must not be older than 21 years on 1 Jan 1998. Female Entrants - no age limitations. 3.2.3 470- International Class Rules will apply - Open Class Mirrors - Priority in the allocation of boats will be given to graduates of the MYC Sail Training Program on a first come first served basis Flying Fifteens - As per Class Rules 3.2.6 Platu 25s - As per Class Rules

3.3 Keelboat and Ocean Multi-hulls

3.3.1 Racing Class - Keelboats with a valid 1998 CHS certificate. If entries warrant the class will be divided into two divisions. Results will be provided for Racing Class - Keelboats with a valid 1998 IMS entry. 3.3.2 CHS Cruising Class - Keelboats with a CHS hull factor of 7.5 and below, with a valid 1998 CHS certificate. This does not prevent yachts with hull factors below 7.5 entering Racing Class, subject to the approval of the Organizing Committee. 3.3.3 PYS Cruising Class - Keelboats with a PYS Rating. If entries warrant the class will be divided into two divisions. 3.3.4 Classic Class - Keelboats of a cruising nature with a design dating before 1970 3.3.5 Ocean Mullet-hull Class - multi-hulls of a size, type and condition acceptable to the Organizing Committee, will race under PYS or a similar handicap system.

4. Rules

4.1 The Regatta will be governed by the International Sailing Federation (ISAF) Racing Rules of Sailing, The prescriptions of The Philippine Sailing Association, The prescriptions of the Philippine Boardsailing Federation, Class Rules where they apply, The Rules of the RORC Channel Handicap System, The RYA Portsmouth Yardstick Scheme, as administered by the Manila Yacht Club, The ORC Special Regulations Governing Minimum Equipment and Accommodation Standards, This Notice of Race, The Sailing Instructions and The provisions of the Subic Bay Metropolitan Authority regarding the use of Subic Bay and its environs.

The following rules will not apply:

RRS Rule 77 - Identification on Sails Appendix D - Team Racing Rules

4.2 Yachts shall submit a copy of their CHS certificate not later than 1600 hrs Monday 13 April 1998. No alteration in a yacht’s TCF will be permitted after this time. Except as a result of a rating protest, or to correct a rating office error.

4.3 For CHS and PYS Cruising Classes RRS 52 is amended to the extent that powered winches or other sail or rig handling equipment may be used.

4.4 CHS Rule 7.1.5 is brought to the attention of competitors in CHS Racing and CHS Cruising Classes, which states "except in the case of significant damage the sails carried shall remain the same"

4.5 Yachts in PYS Cruising Class will be assigned a PYS number by the Regatta Handicapping Committee. In assigning a yacht’s PYS number, the Handicapping Committee may consider any data or criteria it considers relevant, and shall not be bound to apply PYS numbers currently assigned to yachts by any other handicapping Committee of any yacht club or authority. Portsmouth Yardstick numbers assigned by the Handicapping Committee shall be final and shall not be subject to appeal.

The Regatta is designated an 'Open' event in accordance with the Definitions of Groups for Competitors Eligibility at 4.7 of this Notice. Except that Cruising Class CHS and PYS are designated as Group 1 and 2 competitors only

Definitions of Groups for Competitors Eligibility:

Group 1 Amateur Competitor

A Group 1 competitor is one who engages in competition sailing solely as a pastime, who does not benefit financially from an activity that contributes to the performance of racing boats, and who has not been engaged within the past 12 months in activity that would make him a Group2 competitor or activity within the past 24 months that would make him a Group 3 competitor. As exceptions, the following competitors are included in Group 1:

1 a competitor who occasionally accepts reimbursement for reasonable out-of pocket expenses of travel, living accommodation and meals for participating in an event 2 a sailing instructor who, during no more than 90 days per calendar year, teaches racing in a yacht club, sailing club, community sailing program or youth camp, or at a school or other educational establishment 3 Paid hand employed on a cruiser-racer type yacht 4 one who for compensation, occasionally gives racing clinics not longer than one week

Group 2 Marine Industry Competitor

A Group 2 competitor is one who is neither Group 1 nor a Group 3 competitor and has not engaged in an activity that would make him a Group 3 competitor within the past 12 months

Group 3 Professional Competitor

A Group 3 competitor is one who directly or indirectly:

1 is paid to race 2 benefits financially from competing 3 primarily because of sailing skill or sailing reputation, receives payment or other compensation having a value more than US$ I,000 for allowing his name, likeness, sailing performance or sailing reputation to be used for the advertisement, promotion or sale of any product or service; or 4 publicly identifies himself as a Group 3 or professional competitor.

5. Racing

The Regatta will consist of:

    Flying Fifteens Beach Catamarans Best 5 of 6 races on a one triangle and one sausage type course Platu 25s

    Boardsailing Best 6 from 7 Mixed trapezoid and M courses

    One Designs Dinghies Best 5 of 7 races to count on Trapezoid Courses

    CHS Racing and Cruising 1 race of approximately 20 miles, 2 windward/leewards, 2 trapezoid Ocean Mullet-Hull courses, 1 race of approximately 25 miles PYS Cruising and 2 races of approximately 15 miles, 2 small triangle, 2 trapezoid courses Classic Classes

6. Advertising

The Regatta is designated as a Category A event in accordance with RRS Rule 79, Advertising and Event Categories and RRS Appendix G4, except for the Racing Class and the Platu 25 Class are designated a Category B event. The Organizing Committee may require all yachts to display the Regatta Sponsors advertising on their boats.

7 Team Entries

7.1 If sufficient entries are received , team prizes will be presented 7.2 National teams shall consist of three yachts registered in the country represented, or of which the skipper or owner are nationals or as nominated by any national authority 7.3 Any three yachts not in a national team may form their own team 7.4 A team shall consist of entries in IMS or CHS Racing Class only

8. Safety

The Regatta will be conducted under ORC Category 4, as amended by the Organizing Committee, principally to allow for the entry of Sports Boats. Specific Safety Instructions will be issued to the Beach Catamaran, Boardsailing and One Design Classes.

9. Crew Limitations

CHS rule 8.4.1 (a) and (b) shall not apply.

11. Shore Base

Boardsailing, Beach Catamarans, Dinghies

    The Regatta Office for the Beach Catamarans, Boardsailing and Dinghies will be situated at Cubi Point from Thursday 9 April to Tuesday 14 April.

Keelboats and Ocean Mullet-Hulls

    The Regatta Office for the Keelboats and Mullet Hull Classes will be situated at Subic Bay Yacht Club from Friday 10 April to Sunday 19 April.

12. Scoring

12.1 The low point scoring system, RRS Appendix A2.2 will apply, except that the yacht finishing in 1st place will be awarded .75 points.

12.2 RRS Appendix A1.4 (b) – Unbroken Ties shall not apply.

12.3 Keelboats, Ocean Mullet-hulls, Beach Catamarans, Flying Fifteens.

If 6 races are sailed each yacht’s total score shall be the sum of her score for all races, excluding her worst score. If 5 or less races are sailed, all races shall count to a yacht’s total score.

One Design Dinghies and Boardsailing If 7 races are sailed each yacht’s total score shall be the sum of her score for all races, excluding her worst two scores. If 5 or less races are sailed, all races shall count to a yacht’s total score.

13. Prizes

The President’s Cup will be the Perpetual Trophy for the overall winner of CHS Racing Class. Prizes will be awarded for 1st, 2nd and 3rd place in the following classes and divisions, for each race and overall, provided there are sufficient entries for the Regatta to recognize the class or division.

A President’s Cup replica trophy will be awarded to the winning yacht CHS Cruising and PYS Cruising Classes

Line Honors trophies will be awarded in CHS Racing Class for each race and overall. The James L. Gordon Sr. Trophy will be awarded to the winner of the CHS Racing Class in Race 6.

Other prizes may be awarded for individual races, divisional results and team results at the discretion of the Race Committee.

14. International Jury

An International Jury will be appointed in accordance with RRS Appendix Q. The decisions of the Jury will be final, and will not be subject to appeal, in accordance with the RRS Rule 70.4

15. Entries

Application for entry must be made on the official entry form, sent in by post, fax or e mail, together with the appropriate valid Rating Certificate.

Entries must be received by Tuesday 7 April 1998. Late entries may be accepted at the discretion of the Race Committee with an additional late entry fee of p 5,000 for Keelboats and Ocean Multi-hulls and p 750 for other classes.

16. Fees

Skippers, registered crew and guests will be required to prove that the appropriate fees have been paid when attending Official Regatta Functions, by the wearing of distinctive tags.

Payments should be made in Philippine Pesos or US Dollars. In case of payments by cheque or bank draft the payee should be "The President’s Cup Regatta 1998". Arrangements have been had for the following Yacht Club members to pay through their own club accounts; (Authorization attached)

Yachts and Skipper Entry Fees

Entry Fees should accompany the entry form, or if paid in cash or by credit card can be paid upon registration. Fees covering the entry of the yacht and the skipper and for each class will be:

Beach Catamarans p 500 per yacht Boardsailing p 500 per yacht One Designs p 1,000 per yacht ( Optimists and Mirrors - no charge) Keelboats and Ocean Multi-hulls p 6,500 per yacht (US$ 250)

Crew Fees

Beach Catamarans, Boardsailing and One Designs. An additional fee, for attending all Official Regatta Functions, of P 250 will be charged per registered crew member. This fee may be paid at Registration.

Keelboats, Mullet-hulls, Cruising and Classic Classes. An additional fee of p 500 (US$ 20) will be charged per registered crew member. This may be paid upon registration.

Guest Fees

Guests wishing to attend the official functions at Cubi Point and prize giving at the SBYC on Monday 13 April will be charged a fee of P 500.

Guest wishing to attend official functions from Monday 13 April to Saturday 18 April will be charged a fee of P 1,000.

17. Free Mooring Facilities

Participating Yachts will be permitted free mooring and docking (but not free services) for two weeks prior to the Regatta, during the Regatta and for two weeks after the Regatta at The Manila Yacht Club and The Subic Bay Yacht Club. Other visiting vessels accompanying the Regatta may avail of these saving at SBYC, subject to availability and upon application to Subic Bay Yacht Club.

18. CIQ Assistance

For yachts entering the country in Subic Bay CIQ assistance will be available. Please make your intentions clear if you will require assistance on your Entry Form.

19. Repair Facilities

Subic Bay Yacht Club has a 75 ton travel hoist and repair facilities. A well known sail loft will provide sail repair facilities during the Regatta.

20. Environmental and Pollution Control

Subic Bay is a clean and unpolluted area of water ideal for our sailing Regatta. All participants, supporters and spectators are asked to respect the environment and not to pollute the water. All yacht heads will be sealed by the Authorities upon entry to the Subic Bay Yacht Club Marina.

21. Yachts For Charter

The Regatta Office will maintain a list of yachts and one designs available for Charter and will attempt to introduce owners and potential charterers. The Organizing Committee accepts no liability whatsoever for arrangements so made by the parties concerned.

22. Press Office

For the Regatta the Press Office will be situated at the Subic Bay Yacht Club.

23. Accommodation

The Organizing Committee has made special arrangements with hotels on the Subic Bay Base, Olongapo City and nearby resorts. Details are attached. Early booking is highly recommended.
